1- It does not make senseince USDA exhibitrs already file where we are going to be. 2-USDA already requires export and import permits from each state with the same information on them that the inspectors could look at during an inspection(s). 3- USDA should focus on developing a uniform set of guidelines so that each USDA inspector can grade exhibitors equally according to USDA regulations, not their "opinion." 4- This adds to information the animal rights people have access to through the Freedom of Information Act, increasing the amount of unwarrented protesting from Animal Rights activists. 5- Would increase the amount of clerical work, and therefore increased human errors, especially with duplicated information. 6- Individual animals on tour are changed often so as to not over stress a particular animal. This would increase the amount of paperwork when it is the same species of animal being used. 7- Goverment is getting too involved in the operations of private businesses, yet regulations do not provide for better care handling of animals, simply more paperwork.
