GENERAL

  • Written notice to License and Revenue Branch of address or name changes within 5 days
  • Written records of acquisitions, births, transfers and deaths in English for 3 years      
  • Brokers/dealers and importers:  Invoice for shipped animals with their and consignee’s name and address and phone number, shipment date, and number or poundage, sex and scientific name of each animal
  • Business: applicant or full-time employee must meet basic qualifications, resume and letter of
  • recommendation requirements – employee requires annual proof of employment
  • Allows making nonresidents provide proof of financial liability for escapes/releases
  • Allows requiring meeting health certificates for import


 

QUALIFICATIONS

  • Applicant or full-time employee 18+
  • 2 years paid full-time hands-on experience at an approved facility, 1 with requested species or family of species – must acquire in last 5 years
    • Exempts Animal Care, Aquaculture, AZA, Broker/Dealer, Fish and Research permits
    • Allows full-time employee to meet requirement




APPLICATIONS

  • Inspection in last 6 months and annual ones thereafter
  • Animal inventory with name, sex, age (aquaculture/fish need number by weight, volume or count)       
  • Resume of the hands-on experience (except those exempt above)
  • USDA license and last inspection report (or within 10 days of receipt for initial) for mammals
    • EXEMPT: Animal Care, Nuisance Bird Abatement, Fish, Aquaculture and Shelter (non-exhibiting) permits
  • Letter of recommendation within last 5 years from facility where experience acquired
    • EXEMPT: Animal Care, AZA, Broker/Dealer, Aquaculture, Fish or Research
  • Breeding plan (breeding or single event breeding for exhibitor only)
    • EXEMPT: Fish, Aquaculture Permit
  • Nonresident Exhibitors: Contract or confirmation with length of time and location of each exhibition along with Restricted Species Nonresident Exhibiting Permit Itinerary
    • EXEMPT: Fish, Aquaculture Permit
  • Statement of purpose
    • EXEMPT: Animal Care, AZA, Breeding, Fish, Aquaculture, Research and Single Event Breeding For Exhibitor permit
  • Copies of USFWS permits as applicable (or within 10 days of receipts for initial) 
    • EXEMPT: Fish, Aquaculture Permit
  • Emergency action plan  
    • EXEMPT: Fish, Aquaculture Permit
  • Microchip, tattoo or approved ID for elephant, non-human primate, bear, wolf, gila monster, and Felidae unless detrimental
  • Scientific research institutions: letter of recommendation from university, college, governmental research agency or other scientific research institution, proposed project description, estimated completion date and anticipated benefit
    • EXEMPT: Fish, Aquaculture Permit
  • Research: proof of being in federal program or permit meeting federal requirements
  • Records of acquisitions, births, transfers and deaths for 3 years


OTHERS


  • BANS release of non-native animals, diseased animals, those detrimental to wildlife or agriculture and those not reintroduced since 1955 except with written permission
  • PERMIT to release Barbary and Turkish or Greek chukar partridges; French, Spanish or Arabian red-legged partridges; and/or bobwhite or coturnix quail
  • Meet care and handling requirements in 671.2 and caging requirements in 671.3
  • Exhibitor Transport: Meet the special requirements in 671.4
  • Report escapes including those exempt


TRANSGENIC AQUATIC

  • BANS release of transgenic aquatic species including non-transgenic raised with them
  • BANS co-mingling or hybridization of restricted and non-restricted aquatic species unless authorized
  • closed-water system or disinfectant system
  • Restricted access to facility
  • Not remove from facility except as allowed                    
  • university, college, governmental research agency or other bona fide scientific institution permits may be expedited                    




AQUACULTURE OR FISH

  • Hold in closed-water system
  • Facilities that maintain biosecurity even during failure
  • Restricted facility access 
  • BANS co-mingling or hybridization of restricted and non-restricted aquatic species unless authorized
  • Emergency action plan  
  • Inventory of restricted species   
  • Written statement of business type    
  • Copy of aquaculture registration
  • Report of weight or count of species imported, sold and produced in past year
  • Import: Invoice or bill of lading, be from authorized seller, 5 days advance notification and allow inspection
  • Transport: Need special authorization, invoice or bill of lading kept for 3 years, 48 hours advance notice
  • Sales: buyer and seller have restricted permit, permit allows selling, shipping containers labeled restricted aquaculture product, sales invoice, and NO stocking in private, public or fish-for-fee facilities or released
  • BANS stocking aquatic species under aquaculture or fish permit in private, public or fish-for-fee facilities or to release them
  • Terminal Market: must all be dead and have sales receipt
    • BANS live aquatic species leaving terminal market
