As seen in our Government 101 Guide, legislation is divided into two types: bills and rules. First, a pending law is introduced and passed as a bill in the US Congress/state legislature and sent to the President/state governor for signing. Bills grant one or more federal/state agencies enforcement authority AND dictates what they are allowed to do. Then the agencies introduce and pass rules to enforce them.
